When a loved one returns home after incarceration, the impact reaches far beyond just them; it can affect the entire family. Parents, partners, grandparents, and children often have to rebuild from scratch, without enough support, clear guidance, or opportunities.
In Maryland, returning citizens face barrier after barrier: finding stable housing, securing employment, continuing education, accessing services, and navigating rules that can keep punishing people long after their sentence ends. For many families, especially in Black communities, these challenges are systemic, and they affect our youth most of all.
John R. Lewis Community Services (also known as John R Lewis Reentry Reform Services Limited, Inc.) exists to help families move forward together. We support returning citizens working to reenter society with dignity, stability, and purpose. We support families looking for resources and a stronger foundation at home. We support youth who deserve safe spaces, mentorship, and pathways to thrive. And we support adults who want to finish high school and build career momentum.
We believe people are more than their past. Our community deserves second chances, strong families, and access to resources + opportunities, no matter where someone is starting from.

Our Mission
Our mission at John R. Lewis Reentry Reform Services, Ltd. (JRLRRS) is to transform lives and strengthen communities by empowering returning citizens, at-risk and underprivileged youth, and adult learners with the tools, resources, and opportunities needed to achieve stability, self-sufficiency, and long-term success.
We are committed to helping individuals establish safe, stable housing or shelter while providing access to high school completion programs, including diplomas and GED attainment, as a foundation for lifelong growth. Through comprehensive, trauma-informed, and culturally responsive services, we equip those we serve with essential life skills, financial literacy, leadership development, and public speaking abilities that build confidence, responsibility, and independence.
Our programs integrate education, career readiness, workforce training, and mentorship to create clear pathways to employment, entrepreneurship, and economic mobility. Through strong community partnerships, we connect individuals to critical resources and support systems that address immediate needs while fostering long-term achievement.
JRLRRS is dedicated to reducing recidivism, breaking cycles of poverty, strengthening families, and building safer, more equitable communities where every individual has the opportunity to thrive, lead, and contribute.

We create safe, supportive spaces where young people can be seen, heard, and encouraged. Through mentorship, positive community connections, workshops, and skill-building opportunities, we help youth build confidence, make healthier choices, and stay on a path toward their goals in and out of school.
Adult Education & Career Pathways
We support adults who didn’t get the chance to finish high school, or who are ready to return to learning now. Through education and career-focused guidance, we help community members strengthen foundational skills, earn the credentials they need, and take the steps toward stable employment and long-term opportunity.
Families & Caregivers: Resources, Guidance, and Stronger Foundations
We support families as they navigate reentry and rebuilding together. By connecting caregivers and households to trusted resources, practical guidance, and community-based services, we help reduce stress at home, strengthen stability, and create a healthier foundation for the future.
